What is an effective property tax rate vs. the millage rate?

The millage rate (or mill rate) is the nominal rate set by your taxing authority — often expressed as dollars per $1,000 of assessed value. The effective rate is what you actually pay divided by market value. Because many counties assess at less than 100% of market value, the effective rate is often lower than the nominal millage rate.

Why does California have such a low effective rate?

Proposition 13 (1978) caps annual increases in assessed value at 2% per year. Properties that haven't sold recently are often assessed far below market value, producing a very low effective rate. New buyers pay 1% of the purchase price plus local add-ons — California's effective rate for new buyers can be 1.1–1.3%.

Can I dispute my property tax assessment?

Yes. Every county has an appeal process. If you believe your assessed value exceeds market value, file an appeal (usually within 30–90 days of receiving your assessment notice).
